<a name="R8-Meeting"></a><br />
<strong>Region 8 holds its largest-ever meeting in Berlin</strong></p>
<p>The 56 Sections and 4 sub-Sections of Region 8 met in Berlin, 31st March-1st April, to celebrate the start of the 50th Anniversary Year of the founding of the Region in 1962-63.</p>
<p>The IEEE President and CEO, Gordon Day, and the Chief Executive, Jim Prendergast, gave presentations on the current status of IEEE and the plans for the future. They reported that the total membership now exceeds 420,000 &#8211; thanks mainly to the continuing growth in Regions 8 and 10. The candidates for 2013 President-Elect, Tariq Durrani of Strathclyde University, Scotland, and Roberto de Marca of the Catholic University, Rio De Janeiro, Brazil, both addressed the meeting. The IEEE Larry K Wilson Transnational Award was presented to Roland Saam (UKRI Section) for his outstanding service to IEEE as Editor of Region 8 News.</p>

<p>On the 20th March 2012 a commemorative plaque was dedicated in Harlow to IEEE Life Fellow Sir Charles Kuen Kao, 2009 Physics Nobel Prize winner for groundbreaking achievements concerning the transmission of light in fibres for optical communication. Full details and photos can be found at:</p>

<strong>R2i Electronics conference &#8211; Connecting Research to Industry</strong></p>
<p>A one-day electronics workshop will be held on the 19th June 2012 at the Henry Ford College, Loughborough, and will showcase the best of the UK&#8217;s academic electronics research projects and capability to industrial manufacturing, research and development companies. The event aims to bridge the gap between the two sectors, allowing organisations, to: &#8211; Showcase innovative electronics research and highlight its potential value to UK industry &#8211; Identify resources or competence in specific areas &#8211; Find specialists to support further or related research &#8211; Bridge skills gaps by discovering graduates to employ, second or sponsor.</p>
<p>This event will provide a platform for IEEE Students to present their research in front of an audience of academics and industrialists, and to network with industrialists who may be interested in supporting the transfer of viable Research into Industry. Industry Members of IEEE are encouraged to attend the event, which provides an excellent opportunity to hear of recent innovations, and to network with other industrialists with common interests. <p>The IEEE UK&amp;RI Section is privileged to have been invited to participate in the commemoration on 20 March 2012 of Sir Charles Kuen Kao by his colleagues and the civic authorities with dedicated plaques at Harlow. Charles Kao brought distinction upon himself and our nation by conceiving viable optical transmission along glass fibres. It was his conception and dedication in the face of much scepticism that led to the demonstration and subsequent proving of optical transmission through glass fibres and to invent in 1966 ‘Optical Fibre for transmission of Light-waves’. His achievements at Standard Telephone Laboratories (STL) in Harlow resulted in October 2009 the Nobel Prize in Physics “for groundbreaking achievements concerning the transmission of light in fibres for optical communication”. Today, high-speed broadband would not be possible without his achievements. IEEE is proud to have amongst its members our IEEE Life Fellow Charles Kuen Kao.</p>
<p>The ceremony on 20 March included the unveiling of a bronze plaque at Harlow College by Mr Chen Futao Minister Counsellor for Science and Technology at the Chinese Embassy. The unveiling was preceded by commemorative speeches by Ian Vance, the last MD of STL, and by the Vice Chancellor of Anglia Ruskin University. Previously, Charles Kao’s achievements were also commemorated by the Harlow civic authority with a traditional blue plaque.</p>

<h2>Anniversary:</h2>
<p>Nihal Sinnadurai opened the afternoon session by welcoming Arthur P Cable one of the founders of the UK&amp;RI section. UK&amp;RI Section was founded in 1962 as a Section of the Institute of Radio Engineers (IRE) shortly before it became the IEEE. He also and thanked Tony Davies, Brian Harrington and Charles Turner who has provided information on aspects of history of the IEEE here. Nihal spoke about the anniversary which coincides this year with the IEEE Region 8 50th anniversary. A Brief History of UK&amp;RI Section has been compiled. This includes an interview of Arthur Cable who had participated in the founding meeting in 1962.</p>
<h2>Elections:</h2>
<p>Nihal reported on the officer election which involved both online – supervised and assisted by IEEE HQ and postal balloting which had been subcontracted to an external firm. The two successful candidates were introduced as Steve Nightingale the Vice-Chair (and Chair-elect) and Mona Ghassemian the Secretary. Mona takes office at the close of the meeting on 22nd March. He thanked Kang Li for his years of service and commitment to stay in post until this AGM and meetings. The past Chair Christopher James also received thanks for his service over the past two years.</p>
<h1>Treasurer’s Report:</h1>
<p>Nick Wright reported on the budget and stated that the financial  situation with the section is healthy. He reported on the website  expenditure and pointed out the 50th anniversary of the section this  year. He stated that a budget has been created to provide for a number  of Chapter and Section events planned for 2012. Because of the various  planned events, the budget will be tight for the coming year. The Report  was proposed and adopted.</p>
<h1>Awards:</h1>
<h2>Student Branch Counsellor:</h2>
<p>The Student Activities Chair, Andreas  Koltes, described the IEEE Region 8 Outstanding Student Branch  Counsellor award award. This programme is held annually and consists of  two rounds; regional level and international level.  Last year on the  regional level, Mona Ghassemian, was selected as one of the two joint  winners of the Region 8 from University of Greenwich. The student branch  at the University of Greenwich was established in October 2010 and,  with Mona’s guidance and supervision, became one of the most active  student branches in Section in less than a year. Mona acknowledged the  support from her students and other student branch officers as well as  the support and guidance received from the region as well as the section  which resulted in the recognitions. She added that this is the second  award received this year and hoped to keep the same level of quality in  their branch.</p>
<h2>Best Large Chapter:</h2>
<p>The UK&amp;RI  Computational Intelligence Chapter  has received the IEEE Region 8 award for the best large chapter of the  year award. The award was made at the Region 8 meeting in Berlin on 1st  April 2012.</p>

<strong>Mike Tompsett wins the IEEE Edison Medal</strong></p>
<p>Dr Tompsett, who designed and built the first digital camera, is awarded the 2012 IEEE Edison Medal. In 2011, he was also presented at the White House with the National Medal of Technology and Innovation, the highest honour given by the United States government to engineers and inventors. Our congratulations on winning the awards!</p>

<strong>Student Brach Chair Meeting report</strong></p>
<p>The 3rd Student Branch Chair Meeting was held on 29th February, hosted by the student branch at the University of Southampton. The meeting provided a platform for the student branch leaders to share ideas and experiences as well as to distribute recent information about student activities taking place in the rest of the IEEE. Since the introduction of the biannual SBCMs, this meeting saw by far the highest number of attendees with 24 participants coming from the majority of active student branches, the Section Committee, as well as the Region 8 Student Activities Committee.</p>
<p>In conjunction with the meeting, the IEEE UKRI Student Awards Ceremony was held presenting several awards to student branches and individuals that were granted in the previous year. Prof. Lajos Hanzo gave an IEEE public distinguished lecture titled &#8220;Wireless Myths, Realities and Futures&#8221;.</p>

<p>It is only through the use of standards that the requirements of interconnectivity and interoperability can be assured. It is only through the application of standards that the credibility of new products and new markets can be verified. In summary standards fuel the development and implementation of technologies that influence and transform the way we live, work and communicate.</p>
<p>Standards are published documents that establish specifications and procedures designed to ensure the reliability of the materials, products, methods, and/or services people use every day. Standards address a range of issues, including but not limited to various protocols to help ensure product functionality and compatibility, facilitate interoperability and support consumer safety and public health. Standards form the fundamental building blocks for product development by establishing consistent protocols that can be universally understood and adopted. This helps fuel compatibility and interoperability and simplifies product development, and speeds time-to-market. Standards also make it easier to understand and compare competing products. As standards are globally adopted and applied in many markets, they also fuel international trade.</p>
<p>&nbsp;</p>
<p><em>David Law </em>is a Distinguished Engineer at Hewlett-Packard Networking and has worked on the specification and development of Ethernet products since 1989. Throughout that time he has been a member of the IEEE 802.3 Ethernet Working Group where he has held a number of leadership positions. He served as the Vice-Chair of IEEE 802.3 from 1996 to 2008 and in 2008 was elected to Chair of IEEE 802.3. David has been a member of the IEEE-SA Standards Board since 2005, has served as the Chair of IEEE-SA Standards Board Review Committee (RevCom) since 2008 and is also served as the 2010-2011 Chair of the IEEE Standards Education Committee. In 2000 he received the IEEE-SA Standards Medallion for &#8216;leadership and technical contributions to Ethernet networking standards&#8217; and in 2009 he received the IEEE Standards Association Standards Board Distinguished Service award &#8216;For long term service to improve the operation and integrity of IEEE-SA governance&#8217;.</p>

<p><em>We believe this lecture is valuable to those developing products and services. The lecture is a public lecture open to all.</em></p>
<p>It is only through the use of standards that the requirements of interconnectivity and interoperability can be assured. It is only through the application of standards that the credibility of new products and new markets can be verified. In summary standards fuel the development and implementation of technologies that influence and transform the way we live, work and communicate.</p>
<p>Standards are published documents that establish specifications and procedures designed to ensure the reliability of the materials, products, methods, and/or services people use every day. Standards address a range of issues, including but not limited to various protocols to help ensure product functionality and compatibility, facilitate interoperability and support consumer safety and public health.</p>
<p>Standards form the fundamental building blocks for product development by establishing consistent protocols that can be universally understood and adopted. This helps fuel compatibility and interoperability and simplifies product development, and speeds time-to-market. Standards also make it easier to understand and compare competing products. As standards are globally adopted and applied in many markets, they also fuel international trade.</p>
<p><em><span style="text-decoration: underline;">David Law</span></em><em> is a Distinguished Engineer at Hewlett-Packard Networking and has worked on the specification and development of Ethernet products since 1989. Throughout that time he has been a member of the IEEE 802.3 Ethernet Working Group where he has held a number of leadership positions. He served as the Vice-Chair of IEEE 802.3 from 1996 to 2008 and in 2008 was elected to Chair of IEEE 802.3. David has been a member of the IEEE-SA Standards Board since 2005, has served as the Chair of IEEE-SA Standards Board Review Committee (RevCom) since 2008 and is also served as the 2010-2011 Chair of the IEEE Standards Education Committee. In 2000 he received the IEEE-SA Standards Medallion for &#8216;leadership and technical contributions to Ethernet networking standards&#8217; and in 2009 he received the IEEE Standards Association Standards Board Distinguished Service award &#8216;For long term service to improve the operation and integrity of IEEE-SA governance&#8217;.</em></p>

<h3><strong>Message from the Section Chair, Nihal Sinnadurai </strong></h3>
<p>Our team for 2012 is committed to serve the members. We are planning a number of activities including networking events involving industry, academia and students. A number of Distinguished Lectures will also be given. A date for your diary is the Annual General Meeting, which will be held on 22nd March at 13h15 at the University of Westminster in London. The Distinguished Lecture on ‘Industry Standards and Technical Organisation’ at 13h30 on 22nd March will be by David Law, the IEEE Region 8 Standards Co-ordinator. Admission to the lecture is free because we are keen to encourage participation by members from industry and academia.</p>
<p>Please remember to renew your membership urgently at <a href="http://www.ieee.org/renew" target="_blank">www.ieee.org/renew</a>. We, the volunteers, will work to serve to add value to your membership. Please write to me to let me know what events you believe will be of interest and will serve the members.</p>
<p>During the year ahead in we will be celebrating the 50th anniversary of the founding of UK&amp;RI Section. We intend to roll out our celebration across UK and Ireland.</p>

<p>EMBS sponsors twelve (12) Awards of member recognition for technical and professional excellence, service to the society, local activities, publications and student papers. Nominations for these awards are accepted annually in February, Award Recipients are announced in May and the awards are presented at the Society&#8217;s Annual International Conference in August. <h3><strong>IEEE Global History Network</strong></h3>
<p>The IEEE Global History Network (GHN) is a record of electro-technology history contributed by IEEE members. The IEEE History Center, located at Rutgers University in New Jersey, collects oral histories relevant to IEEE&#8217;s technical interests, and also awards <i>Milestone</i> plaques to commemorate outstanding achievements in the field.</p>
<p>The Life Members Affinity Group (LMAG) in the UKRI Section is currently working on several Milestone proposals, including one recognising the pioneering work of John Logie Baird in producing the first commercial television broadcast system. Any members with a special interest in, or personal knowledge of, Baird’s work are invited to contact LMAG through its Chair, Roland Saam: <a href="mailto:r.saam@ieee.org">r.saam@ieee.org</a>.</p>

<p>The 8th Global Marathon For, By and About Women in Engineering and Technology is an annual worldwide forum connecting professional women, college students and girls for virtual and in-person conversations about education and careers in engineering and technology.</p>
<p>For four hours each day over a six-day period, engineers from North and South America, China, India, the Middle East, Africa, the U.K. and Europe will discuss critical topics of the profession—from how to engage girls and young women to consider engineering careers, advice on career paths and achieving life-work balance, to the benefits of networking and much more.</p>

<h3><strong>13<sup>th</sup> Conference on Engineering Applications of Neural Networks (EANN 2012)</strong></h3>
<p>The 13th International Conference on Engineering Applications of Neural Networks will take place in London, 20-23 September.</p>
<p>Authors are invited to submit research contributions or experience reports not concurrently submitted elsewhere. The proceedings of the conference will be published in Springer CCIS Series. Papers should concentrate on the application rather than just the algorithm or the theory. All application areas are relevant. The deadline for paper submission is 31st March 2012. After the meeting from 4pm, there will be a student awards ceremony to formally hand out several awards to student branches and individuals that were achieved during 2011.</p>
